Undertaken by the Conservative former energy minister Chris Skidmore, the “ mission zero ” report includes 129 recommendations to “turbocharge” the nation’s climate action. The proposals include a “solar and onshore wind revolution”, an earlier ban on the sale of new gas boilers and new targets for electric-car sales imposed on manufacturers. The report contains frank criticism of the UK government, which it says is “not matching world-leading ambition with world-leading delivery”.
