In Nairobi, on Wednesday, William Kabogo, cabinet secretary in Ministry of Information, Communications and the Digital Economy (MICDE), held discussions with a delegation from the Indian government, led by Anish Kumar, advisor to India’s Ministry of External Affairs. “As a country, we are ready and welcome opportunities to leverage sharing of technologies and expertise for us to drive digital transformations in a cost-effective manner,” Kabogo said. He revealed the MICDE was in the process of working on a technological platform that could verify documents, such as certificates, in real-time, which would help to eliminate forgery and improve time efficiencies. DigiLocker, a similar platform, is already being used by the Indian government. “We have a multi-sectoral team, comprising members from different ministries and stakeholders, working on the initiative to ensure it aligns with our laws and is fit for purpose,” Kabogo said. The current talks and ongoing partnership emanated from a Memorandum of Understanding (MOU) Kenya signed with India, in December 2023.

This gap between ambition and execution reflects ongoing challenges, including legacy systems, budget constraints, and uncertainty around the best path forward. Investment in technology is increasing, with 34% of respondents reporting a substantial rise in tech spending compared to last year. However, 40% of insurers report flat budgets, indicating that digital transformation efforts must be targeted, cost-effective, and capable of integrating with existing infrastructure to deliver real value. Joe O’Connor, Deputy CEO at RDT, commented: “Insurers know they need to transform, but many are held back by the complexity of integrating new technology with legacy systems. […]
